The authorization creates a regulatory pathway that requires completion of detailed engineering, site preparation, and financing arrangements before construction and commissioning of the regasification facility.

The licence prohibits offering bundled electricity-and-gas (dual-fuel) household contracts; household customers requiring gas must hold a separate gas tariff, while electricity supply can cover homes, businesses and EV charging.

Central authorities gain statutory control to allocate and prioritize petroleum and natural gas supplies, enabling binding allocation lists and production directives across producers, distributors, and end-user sectors.

Only ammonia and methanol that stay under specified non-biogenic greenhouse-gas intensity limits (measured as a 12-month average across defined production steps) qualify for “Green” classification. Green methanol also faces constraints on eligible CO₂ feedstock sources, subject to prospective revisions with grandfathering.

Government operations now face a mandated fuel-reduction target. Travel and facility energy use are constrained to meet the minimum cut.

TerraPower can start on-site construction under NRC authorization, while reactor operation remains subject to separate approval. This moves the Natrium design from licensing into physical build-out at the approved site.

Lithium concentrate cannot be exported from Zimbabwe, shifting the only permitted path for monetizing output toward in-country processing rather than outbound shipment.
