A What happened
The upgrade was announced last week and was discussed in Hanoi during a meeting between Vietnamese President Luong Cuong and European Council President Antonio Costa. The European Council is chaired by Costa and is made up of EU member-state leaders and EU leadership.

Why it matters

  • EU gains a higher-status channel for engagement in Southeast Asia: The new tier formalizes more direct political access and signaling in Vietnam’s external relationships.

  • Vietnam strengthens its diplomatic balancing strategy: Placing the EU in the same top category as other major powers broadens Hanoi’s options for managing external relationships.

  • The move supports EU positioning on trade and security amid global shocks: Elevated ties provide a framework for closer coordination as both sides respond to disruptions in trade and security conditions.
