Between June and November 2025, Ukraine experienced a sharp increase in civilian casualties, with 1,420 killed and 6,545 injured, reflecting a 12% rise over the prior year and nearly 40% over the preceding six months. July 2025 was the deadliest month since April 2022. Notably, a large-scale drone–missile strike killed at least 36 civilians in Ternopil, Western Ukraine. Frontline areas suffered severe infrastructural damage, including destruction of hospitals and essential utilities, exacerbating hardships especially for the elderly and disabled. Russia orchestrated multiple missile and drone waves targeting Ukraine’s energy grid, causing power outages of up to 18 hours daily and interruptions to heating and water. The report also documents ongoing systematic torture and ill-treatment of POWs and civilians by both Russian and Ukrainian forces, with credible allegations of extrajudicial executions. The UN highlights worsening repression in Russian-occupied areas, including forced passportization and curbs on freedoms. Despite these challenges, Ukrainian authorities and humanitarian organizations continue evacuations and aid delivery under perilous conditions.
