Why Now
TRAI’s February 27 directions require telcos to share AI-based potential-spam data within hours, with compliance due within 30 days. The regulator assigns accountability to both the originating and terminating telco to coordinate and initiate action. When a CLI is flagged, the originating operator must contact the sender of the CLI to inform them their number is suspected spam and to ascertain KYC identifiers. If five or more CLIs of a sender are identified as potential spam within 10 days, action is to be initiated against the sender. The relevant data must be shared on the DLT platform to enable all telcos to identify telecom resources allotted to the sender and check whether other numbers from the same sender are also being flagged by their systems.
