Telangana amends building rules
Why it matters
The Municipal Administration and Urban Development Department issued the new norms on March 22, 2026. High‑rise buildings are redefined as structures measuring 21 metres or above, excluding non‑working components such as chimneys, cooling towers, lift machine rooms and water tanks. TDR use is expanded to allow setback relaxations for non‑high‑rise buildings (subject to minimum road‑widening norms) and to permit up to 10% setback relaxation for high‑rises while maintaining a minimum 7‑metre all‑round setback. The amendments also ease certain height restrictions and provide greater flexibility in design and approvals for both high‑rise and non‑high‑rise projects.
Implications
  • · Developers can apply TDR toward setback relaxations, altering building envelopes and site layouts for affected projects.
  • · Projects 21 metres and above will be subject to high‑rise provisions, changing applicable clearance and compliance requirements.
  • · Municipal approval authorities will apply the amended norms in permit reviews and approvals following issuance.
Who is affected
  • · Property developers
  • · Municipal building approval authorities
  • · Architects and urban planners
  • · Real estate project managers and investors
What to watch
  • · Effective date: March 22, 2026 (norms issued)
