EBA clarifies Product Oversight and Governance Guidelines for ESG retail banking products

On 30 June 2026 the European Banking Authority (EBA) published revised Product Oversight and Governance (POG) Guidelines clarifying ESG and anti-greenwashing requirements for retail banking products under Article 16 of Regulation (EU) No 1093/2010; the Guidelines apply from 11 January 2027.
Why it matters
The revised Guidelines make ESG and greenwashing controls explicit across the product lifecycle — manufacturers' internal control functions, target-market identification, distribution channels and information provided to distributors. As Article 16 comply-or-explain guidance, they set the supervisory standard EBA-supervised manufacturers and distributors are expected to meet from 11 January 2027: firms must align product governance, distribution arrangements and disclosure with the clarified ESG requirements by that date or be positioned to explain non-compliance to their competent authority. They cover products within the EBA's remit, including mortgages, personal loans, deposits, payment accounts, payment services and electronic money.
