EU bars all sheep and goat movements out of Romania until 31 December 2026 after PPR outbreak

Romanian sheep and goat keepers and transporters cannot move animals outside Romania, to any Member State or third country, until 31 December 2026

Change
On 17 June 2026 the European Commission adopted Implementing Decision (EU) 2026/1387, amending Decision (EU) 2025/638, to establish protection (5 km) and surveillance (20 km) zones around a peste des petits ruminants outbreak in Mureș county, designate further restricted zones across Mureș and Sibiu counties, and prohibit movements of ovine and caprine animals from the entire territory of Romania to any destination in another Member State or a third country until 31 December 2026.
Why it matters
The Decision fixes a protection zone (5 km radius) and surveillance zone (20 km radius) around the outbreak coordinates and a further restricted zone covering the whole of Mureș and Sibiu counties, applying the disease-control measures of Delegated Regulation (EU) 2020/687. It prohibits movements of ovine and caprine animals from the entire territory of Romania to any destination located in, or passing through, another Member State or a third country until 31 December 2026, blocking export and transit consignments of those animals for the period.
Implications
  • Sheep and goat keepers and livestock transporters in Romania must not move ovine or caprine animals to any destination outside Romania, including transit through another Member State or movement to a third country, until 31 December 2026 — any such movement is prohibited under Implementing Decision (EU) 2026/1387.
  • Operators within the protection (5 km), surveillance (20 km) and further restricted zones across Mureș and Sibiu counties must apply the disease-control measures of Delegated Regulation (EU) 2020/687 for animals and consignments inside those zones.
  • The Romanian competent authority for animal health must implement and enforce the replaced zone designations and the movement prohibition as set out in the Annex to the Decision.
Who is affected
  • Sheep and goat keepers and livestock transporters in Romania
  • Operators inside the protection, surveillance and further restricted zones in Mureș and Sibiu counties
  • Romanian competent authority for animal health
What to watch
  • 31 December 2026: the prohibition on moving ovine and caprine animals from the entire territory of Romania to destinations outside Romania applies until this date.
