EU bars all sheep and goat movements out of Croatia until 30 September 2026 after PPR outbreaks

Croatian sheep and goat keepers and transporters cannot move animals out of Croatia until 30 September 2026, with zone movement bans inside affected counties

Change
On 17 June 2026 the European Commission adopted Implementing Decision (EU) 2026/1389 establishing protection, surveillance and further restricted zones in Croatia following peste des petits ruminants outbreaks in Bjelovarsko-Bilogorska county, prohibiting movements of caprine and ovine animals out of the restricted zones and from the entire territory of Croatia to any destination outside Croatia until 30 September 2026.
Why it matters
The Decision fixes, at Union level, protection and surveillance zones across listed settlements and further restricted zones covering the whole of several named counties, applying the disease-control measures of Delegated Regulation (EU) 2020/687. It prohibits movements of caprine and ovine animals from those zones to destinations beyond the external perimeter of the further restricted zone until the per-zone dates in Annex I, disapplies derogations from that prohibition, and bars all movements of caprine and ovine animals from the territory of Croatia to destinations outside Croatia until 30 September 2026.
Implications
  • Sheep and goat keepers and livestock transporters in Croatia must not move caprine or ovine animals to any destination outside Croatia until 30 September 2026 — such movements are prohibited under Implementing Decision (EU) 2026/1389.
  • Operators within the protection, surveillance and further restricted zones must not move caprine and ovine animals beyond the external perimeter of the further restricted zone until the dates listed for each zone in Annex I, and cannot rely on the usual Delegated Regulation (EU) 2020/687 movement derogations, which are disapplied.
  • The Croatian competent veterinary authority must establish and enforce the protection, surveillance and further restricted zones and apply the disease-control measures of Delegated Regulation (EU) 2020/687 as set out in the Decision.
Who is affected
  • Sheep and goat keepers and livestock transporters in Croatia
  • Operators inside the listed protection, surveillance and further restricted zones
  • Croatian competent veterinary authority
What to watch
  • 30 September 2026: the prohibition on moving caprine and ovine animals from the territory of Croatia to destinations outside Croatia applies until this date.
  • Per-zone dates in Annex I: movement prohibitions from the protection, surveillance and further restricted zones apply until the dates listed for each zone.
