Why it matters
The handover occurred in Port-au-Prince under tight security and marked the end of the nine-member Transitional Presidential Council’s term after nearly two years in power. Council President Laurent Saint-Cyr addressed Fils-Aime during the ceremony. In late January, some council members said they were seeking to remove Fils-Aime, after which the United States announced visa revocations for four unnamed council members and a cabinet minister.
