European Commission establishes EU e-PoC system for proofs of origin

Commission Implementing Regulation (EU) 2026/1183 of 2 June 2026 establishes a central EU electronic Proof of origin Certificates system (EU e-PoC), mandates its use by Member State customs authorities and exporters from 26 June 2030, and requires full automated national customs interconnection by 29 June 2033; the Regulation applies from 23 December 2027.

Member State customs authorities must use the system for issuing and administering movement certificates EUR.1 and for administrative cooperation. Economic operators must submit EUR.1 applications through the system from 26 June 2030. The change creates binding operational deadlines for customs IT integration, electronic issuance, and electronic submission that replace paper processes for preferential origin claims.
