European Commission reclassifies EU restricted zones for African swine fever

On 30 May 2026, Commission Implementing Regulation (EU) 2026/1192 entered into force, reclassifying ASF restricted zones in Hungary, Poland, and Slovakia into higher-tier designations under Implementing Regulation (EU) 2023/594, with immediate application of the stricter movement and control conditions for those zones.
Why it matters
The amendment replaces the entirety of Annex I to Regulation 2023/594. Areas reclassified from zone I to II, or from zone II to III, are immediately subject to the stricter movement restrictions, surveillance obligations, and control conditions applicable to those higher categories under EU animal health law. Swine keepers and transport operators whose holdings or routes fall within the newly demarcated boundaries must assess their compliance position against the updated zone designations from 30 May 2026. National competent authorities are bound to enforce the new boundaries without any implementation grace period.
Implications
  • National competent veterinary authorities in Hungary, Poland, and Slovakia must enforce the amended Annex I boundaries as the applicable restricted-zone designations under Regulation 2023/594 — failure to apply the updated classifications constitutes non-compliance with a binding EU regulation.
