European Commission deletes methoxyfenozide, penthiopyrad and terpenoid blend QRD 460 from EU approved active-substances list

Plant protection product marketing-authorisation holders must treat methoxyfenozide, penthiopyrad, and terpenoid blend QRD 460 as no longer EU-approved from 18 June 2026 — products depending on these substances lose their EU approval basis.

Change
Commission Implementing Regulation (EU) 2026/1154 of 29 May 2026 deletes methoxyfenozide, penthiopyrad, and terpenoid blend QRD 460 from the EU list of approved active substances under Regulation (EC) No 1107/2009, entering into force on 18 June 2026.
Why it matters
The deletion removes the EU approval basis for all three active substances, binding all Member States directly. Plant protection products authorised on the basis of these substances no longer have an approved active substance underpinning them from the entry-into-force date. National competent authorities may not issue new or renewed authorisations relying on the deleted substances. Manufacturers, importers, and distributors must stop placing affected products on the EU market from 18 June 2026.
Implications
  • Plant protection product marketing-authorisation holders must not rely on EU approval for methoxyfenozide, penthiopyrad, or terpenoid blend QRD 460 after 18 June 2026 — products placed on the EU market after that date without an approved active substance basis violate Regulation (EC) No 1107/2009.
  • National competent authorities in EU Member States must not accept new or renewed product authorisations dependent on the three deleted substances after 18 June 2026 — granting such authorisations would contravene the binding Implementing Regulation.
  • Manufacturers, importers, and distributors of plant protection products containing the deleted substances must cease EU market placement by 18 June 2026 — supply-chain actors should audit inventory and forward orders against this deadline.
